ROCK ISLAND - MILAN SCHOOL DISTRICT EXTRA-CURRICULAR ACTIVITY CODE
I. PURPOSE
The Rock
Island-Milan Board of Education recognizes the value of
extra-curricular activities and encourages students to involve
themselves in the many programs District 41 offers. Unlike the required
nature of the regular education program, participation in
extra-curricular activities is a privilege, which must be earned.
By
participating, a student agrees to represent Rock Island High School
RIHS) responsibly and honorably in practice and at contests, and to
accept the rules and obligations of this Code and of RIHS.
A participant behaving irresponsibly or dishonorably
may be suspended or dismissed from participation in extra-curricular
activities. Parents, the participant, and the Athletic/Activity
Director will receive written notice of major disciplinary actions by
the coach/leader.
II. CODE PHILOSOPHY:
Activity
Coaches/Leaders handle activity discipline. Administrators handle
school discipline. The Extra-Curricular Board handles major offenses in
the event the student rejects accepting consequences for actions as set
forth herein.
Adherence to Rules and Regulations
High
School students participating or competing in extra-curricular
athletic, music, drama or interscholastic events must follow High
School Association and Conference rules and regulations; Rules of the
coach/leader for the activity; RIHS rules and regulations, including
grade eligibility; Activity Board decisions about major training and
law violations; and Rock Island-Milan School Board policies.
III. ILLINOIS HIGH SCHOOL ASSOCIATION/CONFERENCE RULES
Illinois High School Association and Conference
rules cover all cases of eligibility, transfer, physical examinations,
insurance coverage, starting dates, use of school equipment,
scheduling, sportsmanship, etc. The RIHS Principal has responsibility
to know, to inform staff, team members and parents, and to enforce
conference and IHSA rules.
IV. COACH/ACTIVITY LEADER RULES
Rules of an activity's coach/leader cover those
students involved in that activity. At the activity's first session
each year, each participant will receive a copy of rules specific to
that activity. The Principal and the Athletic/Activity Director must
approve these Activity Rules and penalties for violations, and keep a
copy on file in the Athletic/Activity Director's office. Penalties may
range from counseling by the coach/leader to dismissal from the team.
V. GENERAL RULES FOR ECA PARTICIPATION
NOTE:
The Rock Island High School rules in the Parent-Student Guide cover a
student's activities before, during, and after the regular day, as
administered by teachers, staff and administrators.
1. No student may quit one activity and go out for another after the season has begun
without mutual consent of both coaches/leaders.
2. Travel: Students must travel to and from contests away from Rock Island High
School in transport provided by the school, unless ...
2.1 An injury necessitates alternate transport.
2.2
The student's parent/guardian makes acceptable prior arrangement in
writing with the Athletic/Activity Director for the student to ride
with the parent/guardian, who must then come to the coach/leader at the
contest's end and have the student released to their care and custody
by the coach/leader.
3. Awards: Participants must complete a season in good standing with the coach/leader in order to receive any awards.
4. Attendance Requirements
A
student must attend school the entire day in order to participate in a
contest or extra-curricular activity that day, unless a student has an
excuse approved by the Dean and the coach/leader.
Our
school expects students to be in class every day. If absent,
extra-curricular participants must have an approved excuse and approval
of coach/leader to participate that day.
4.2 A
student missing the last school day of a week, when the competition or
event is on a non-school day, must bring to the activity coach/leader
permission, signed by the parent/guardian, for the student to
participate. The coach/leader should contact the parent/guardian to
confirm permission.
4.3 A student injured and given medical treatment cannot participate again until date indicated by his/her doctor.
5. Independent/Independent Team Participation
During
the school season for a given sport, a student shall not participate on
any non-school team nor as an individual unattached in non-school
competition in that given sport or in any competition that involves the
skill of the sport in question. Violation shall cause ineligibility for
a period not to exceed 365 days.
VI. MAJOR OFFENSES/DISCIPLINE PROCEDURES
The
Extra-Curricular Activity Board will handle discipline regarding; major
offenses committed by extra-curricular participants. This Activity
Board will consist of the RIHS Principal or Assistant Principal, the
Athletic/Activity Director, a Dean, one head coach, and one non-sport
leader. The participant's activity coach/leader may attend but may not
vote.
1.
Major offenses include involvement in, arrests for, or convictions for
violations of any local, state or federal laws at anytime by
extra-curricular participants, such as major theft, malicious
destruction of school or personal property, gross sexual misconduct,
attacks on school personnel, carrying weapons, substance abuse arrest.
1.1. The Activity Board will determine penalties for offenses other than substance abuse. Penalties may include...
-warning to participant/counseling by coach/leader
-a probationary period
-suspension from activity for one week up to the full season
-suspension from activity pending disposition of charges
-loss of eligibility

Participants and Substance Abuse - The Activity Board has established
the following as recommended responses to substance abuse. The
Athletic/Activity Director shall offer the prescribed punitive action
to the offending student. If the student accepts the action, he/she
need not appear before the Activity Board. If the student rejects
accepting the action, the Activity Board shall convene to hear the
student's case and shall determine the appropriate punitive action, if
warranted, which may be less or more severe that the action offered to
the student by the Athletic/Activity Director.
2.1
Voluntary Admission: A student who, before being caught, asks his or
her coach/leader for help in dealing with substance abuse will be
referred to a treatment program. The student also will miss at least
one contest and not be eligible until the evaluation is completed. A
participant who drops out of recommended evaluation/treatment will be
ineligible.
2.2 First Offense:
Referral
to evaluation/treatment and suspension from activity for 20% of the
number of regular season contests, applied to next contests in the
current/upcoming activity. A participant who drops out of recommended
evaluation and/or treatment becomes ineligible.
2.3 Second Offense:
Continue
or renew treatment, and whichever penalty is greater: Either a 30
calendar day suspension from activity or loss of 50% of the number of
regular season contests, applied to next contests in the
current/upcoming activity. A participant who drops out of recommended
evaluation and/or treatment becomes ineligible.
2.4 Third Offense:
No participation in inter-scholastic contests for one calendar year from date of third offense.
2.5 Fourth Offense:
No eligibility for extra-curricular activities.

POLICY 740.00
SCHOLARSHIP REQUIREMENT FOR EXTRA-CURRICULAR PARTICIPATION
Academic
achievement and extra-curricular activities are considered key elements
in developing well rounded students and balanced educational programs.
Students are encouraged to participate in a variety of activities that
enable them to experience social, athletic, and academic growth. The
Board feels, however, that academic achievement is paramount and must
be considered the primary function of the school's educational
responsibility to the community and all students and participation in
extra-curricular activities must be considered a privilege. Therefore,
students must be held to critical academic standards to be eligible to
participate in extra-curricular activities.
Students
interested in participating in any extra-curricular activity must meet
all applicable IHSA rules and regulations. In addition to IHSA
requirements, all activity participants must achieve a 2.0 or above (on
a 4.0 system) each grading period in order to maintain full
unrestricted eligibility.
RULES IMPLEMENTING BOARD POLICY 740.00
A
student not achieving a 2.0 or above for any grading period will be
placed on academic probation for the next grading period (nine weeks).
During this period a student may continue to participate in
extra-curricular activities by conforming to the following requirements:
1. Attend and participate in a formal study table 4 of the 5 days that it meets each week;
2. No unexcused absence from classes: and
3. Complete and hand in homework as assigned by classroom teachers.
Excused
absences will be honored for the study table and for class attendance.
Any student failing to meet the requirements for any given week will be
ineligible for participating in extra-curricular activities from
Saturday midnight of that week until Saturday midnight of the next
week. Conforming to the rules the following week will reinstate the
student.
The
athletic director and an assistant principal will oversee the program
for all students on academic probation that wish to maintain
eligibility for extra-curricular activities.
At the end of each grading period the student¢≈Áçs status will be reevaluated. The following guidelines will apply:
1; A student achieving a 2.0 or above for the grading period will be removed from probation.
2. A
student achieving below a 2.0 for the grading period will remain on
probation with the same probationary rules as the previous period.
This
policy is in effect for all extra-curricular activities requiring a
participation fee. All student participants must satisfy the provisions
of this policy and all rules and regulations set forth by the Illinois
High School Association.
Definition of terms significant to this policy:
Extra-Curricular Activity - any activity at Rock Island High requiring a participation fee and subject to IHSA rules and regulations.
Probation
- the academic status of any student who hasfailed to achieve the
required academic standards necessary to participate in
extra-curricular activities.
Grading Period - a period of nine (9) weeks duration that designates the length of time between the issuance of grades
Cumulative GPA - the overall grade average of a student
Study Table
- a study center designated by Rock Island High School for the purpose
of assisting students in meeting academic standards necessary to
participate in extra-curricular activities.
APPEAL BY ADMINISTRATIVE REVIEW
Students who have been declared ineligible may request an administrative review.
The
purpose of the administrative review is to determine by consultation
with the student's classroom teachers, the student's parents and or
guardians, and members of the school administration, whether the
student is working up to his or her ability.
Students
who have been declared ineligible pursuant to Policy 740.00 may request
an administrative review in writing. The student and at least one of
his/her parents or guardians must sign the request. The request must be
delivered to the high school principal's office within five (5) school
days after the student is informed of his/her ineligibility. The
request must contain specific reasons for the desire for a review
Students not meeting IHSA eligibility requirements may not request an administrative review.
Upon
receipt of the request for review, the high school principal shall
direct the Athletic Director to meet with at least one (1) other
building administrator, all teachers of the student, the student's high
school counselor, the counselor involved with any extra-curricular
activity for which the student has been found ineligible, the student's
parent guardian, and the student to evaluate the student's request in
connection with grades, homework, and attendance. The Athletic Director
need not meet with all such individuals simultaneously. The teachers
will make a recommendation to the Athletic Director. That
recommendation and the results of all other meetings shall be
documented in writing by the Athletic Director, who shall make a final
recommendation to the building principal. The principal shall make the
final decision on the eligibility of the student. (In the event of a
non-athletic activity, and Assistant Principal shall serve in lieu of
the Athletic Director.)
ATHLETIC DEPARTMENT
EXTRA CURRICULAR ACTIVITIES RULES OF CONDUCT
All extra-curricular
participants shall be and shall remain in full compliance with the Rock
Island High School Extra Curricular Activity Code. A copy of the code
is provided to each student upon joining a team and an acknowledgment
form is to be signed by the student and placed on file in the athletic
office. Failure
to sign the acknowledgment does not in anyway exempt the student from
compliance with the code. Failure to sign the acknowledgment, upon
discovery, will be grounds for terminating the student¢≈Áçs eligibility
until such time as the acknowledgment is signed.
In addition to
the specifics of the code, Rock Island High School expects its athletes
to take their "role model" status seriously. Athletes are our most
visible ambassadors for the school district. We expect our athletes to
conduct themselves as "ladies" and "gentlemen" on and off the playing
field. Any inappropriate conduct, including language and/or gestures
shall result in immediate removal from the contest, and depending upon
the severity of the offense, shall subject the student to further
suspension and or expulsion from the team. Public profanity or
vulgarity by athletes while participating in extra-curricular events
will not be tolerated. Coaches are instructed to discuss and deal with
such situations early on in practices to insure all students understand
our rule and appreciate that the rules will be enforced. Coaches are
further instructed to take immediate action in the event of an
infraction during an athletic contest. This is a zero tolerance rule!
Rock Island
uniforms shall be worn properly and with dignity. They shall be treated
with dignity and care at all times. The rules of most sports require
that shirts be tucked in and that athletes on a team dress neatly and
uniformly. We expect our athletes to comply with such rules. Uniform
shorts/pants shall be worn at the waist and/or as they are designed to
be worn by the uniform manufacturer. Wearing shorts low on the buttocks
shall not be allowed. Socks shall be worn either "up" or "down" as may
be determined by the coach. A uniformity of appearance is desired. An
individual athlete shall not wear socks of different colors and/or
different heights. Nor shall an athlete roll or push socks so that one
is noticeably higher or lower than the other is.
Athletes shall
treat their teachers and coaches with respect and courtesy. Poor
conduct in class shall be reported to the athlete¢≈Áçs coach for
appropriate attitude readjustment.
Rock Island High
School is an excellent microcosm of our nation. We are rich in
cultural, racial, religious, and ethnic diversity. Any form of racial
or ethnic bias, discrimination or disrespect by or toward coaches,
between or among athletes, toward opponents; officials or other
students shall not be tolerated. Any offense of this rule shall result
in suspension and referral to counseling.
Coaches are "in
charge". Students are always free to speak with coaches regarding their
own progress, their weaknesses, their strengths, and their opportunity
for playing time. Coaches should provide their opinions, but are not
required to "defend or justify" their decisions regarding playing time
or game style. These are strictly coaching decisions. Discussion of
another participants¢≈Áç progress, strengths or weaknesses is not
proper. Parents are welcome to speak with coaches regarding their
child¢≈Áçs progress, attitude, strengths, and/or weaknesses; however we
do not expect or allow parents or other outside influences to question
coaches regarding playing time or to discuss the abilities of any
student other than the parents¢≈Áç own child. Participation on an
extra-curricular team is a privilege. If the parent or student is
unhappy with their participation, they are welcome to discontinue their
association with the team. There is a fine line between acceptable and
non-acceptable parental conversations with coaches. Questions such as:
"what does my son/daughter need to work on to improve" are reasonable
and acceptable. "Why isn¢≈Áçt my son/daughter starting or playing more"
is not an acceptable question. "Why does Joe Doe get to play in from of
my son", is also not acceptable. If the line is crossed, coaches are
advised merely to advise the parent that playing time is not a proper
topic for discussion. The coach can then offer suggestions that the
child would benefit from further work on particular aspects of the game
or particular development of skills required for the game. Persistent
and unreasonable questioning of coaches should be referred to the
athletic director.
Keep things in
perspective. Rock Island High School wants to win conference and state
championships just as much as any other school. We have enjoyed much
greater success in athletics than most high schools. Along with our
desire for excellence and superior performance, coaches, athletes and
parents must keep in mind that what we are all about is "games".
Participation in games should be fun and done in accordance with the
rules. We should all give every ounce of strength and commitment to our
team. But keep in mind that although in the heat of a contest it may
seem that nothing is more important that victory; win or lose, tomorrow
the sun will rise. In the big picture our victory or loss is not very
important considering that each year several of our students will lose
parents to illness; fellow students will be gravely injured in
accidents; other student and perhaps friends will destroy their young
lives with drugs, alcohol, or teen pregnancy. We need to enjoy the
experience of sports, do our best when competing, and realize that
being fortunate enough to be a part of the game is more important than
the ultimate score.
Coaches are our
most visible role models, both for the athletes on their teams but also
for our fans and our future athletes. Keep in mind that you set the
tone and are the key to our fans and students exhibiting good
sportsmanship. When officials error or other coaches or athletes from
other schools don¢≈Áçt act as we might prefer, Rock Island coaches
should respond with dignity and control. There is a time and place to
make our concerns known. With officials it is by phone conference or
letter to the official after the heat of the game has passed. In
extreme cases a written report to the IHSA may be justified. If the
matter involves opponent coaches or players, the matter should be
handled after the game via telephone or letter between coach to coach
if a firm amiable relationship has existed; or, athletic director to
athletic director. In any case, the athletic director should promptly
be notified of any such concern or issue. We do not expect Rock Island
coaches to created scenes during or immediately after the game. That is
not to say that during contests coaches cannot make their feelings
known to officials, but it should be done with control and in a
sportsmanlike manner. Loss of temper and/or profanity has no place in a
high school activity.
